Verra quietly drops its Flock partnership as Albany scrutiny builds

A vendor holding a $1B New York City enforcement contract edited its own partner page while lawmakers asked about plate data.

Verra Mobility supplies red-light and speed cameras to New York City under a five-year agreement worth about $1B. Until earlier this year its logo sat on Flock Safety’s partner page, next to a line saying integration with the plate-reader platform helped communities enforce road safety more effectively. That blurb has been deleted.

The New York Post reported on October 30 that Verra joined Flock-linked bids as recently as 2025, including a Florida school-zone speed camera proposal in Greenacres where an agenda document described the company as integrated with Flock and other data providers. A Verra representative said the firm no longer pursues those Florida bids and that its hardware was never integrated with Flock’s.

Sensys Gatso, Altumint and Redspeed are among the other enforcement vendors apparently taken off that same page.

The timing matters more than the edit. Assemblywoman Nily Rozic, who chairs the Assembly Consumer Protection Committee, told the Post that removing information about a vendor’s practices raises questions that need answers. A hearing in Albany next month, which she and other state legislators will attend, takes up limits on plate readers.

Verra’s defense rests on data ownership rather than integration. The company says the city’s Department of Transportation owns everything its cameras collect and that the material cannot be shared with third parties. That is a policy commitment, and the contract clauses behind it are not public.

For New Yorkers the open question is chain of custody. A camera operator saying it never passes data on is only as strong as the audit nobody outside the agency has run.
