Amazon-owned Zoox issued a software recall for all 105 of its robotaxis after one failed to navigate a smoke-filled emergency fire scene in June. The incident, filed with the National Highway Traffic Safety Administration, exposes a critical blind spot in autonomous vehicle perception systems designed to handle non-standard road conditions.
No one was aboard the vehicle during the June incident and Zoox told NHTSA it is not aware of any injuries. The company described the over-the-air fix as an update that “enhances the existing capability of detecting active emergency scenes by adding the ability to detect and respond to heavy smoke in certain situations.” NHTSA’s report did not specify where the incident took place, and Zoox declined to provide details.
The recall landed just one week after NHTSA Administrator Jonathan Morrison sent a directive to every self-driving car developer demanding immediate action on first-responder interference. In his July 8 letter, Morrison identified “a clear pattern of driverless AVs interfering with law enforcement and other first responders,” citing vehicles that drove into active emergency scenes, blocked ambulance routes, or failed to recognize flashing lights, flares, smoke, and traffic cones.
“The inability to detect and appropriately respond to such situations represents a functional insufficiency,” Morrison wrote. “Emergency scenes are not rare or extreme edge cases.”
Zoox’s recall comes amid broader scrutiny of autonomous vehicle safety. Waymo has logged at least six documented interactions with first responders since March, and the San Francisco mayor recently demanded stricter AV rules after dozens of Waymo robotaxes became stranded following July 4 celebrations. NHTSA has given all AV developers until the end of July to present their plans for resolving emergency-scene failures.
